Receives Federal
Funding for New Research Project
WHITE PLAINS, N.Y. – Pace Law School Energy Project
received $137,000 in federal funding from the State Technologies
Advancement Collaborative (STAC). Pace received these finances as part
of STAC’s Energy Efficiency, Research, Demonstration, Deployment,
and Rebuild America Projects Solicitation. The solicitation, which
closed in July 2005, supports joint energy research, development,
demonstration and deployment of technologies where common federal and
state objectives exist. The program and the solicitation emphasize the
wide dissemination of results from projects and the transfer of
technologies for broad application and impact.
Pace Law’s Energy Project will examine regulatory reforms that
would enable greater participation by owners of small-scale on-site
power in various market-based emissions trading programs. The team
will determine the magnitude of the opportunity for replacement of
aging and inefficient oil-and-coal fired boilers with high efficiency
combined heat and power (CHP) and recommend a regulatory and
administrative framework. In addition to the federal funding, the New
York State Energy Research and Development Authority has committed
$50,000 in matching funds.
"There are a surprising number of buildings throughout the
Northeast which still rely on World War II era boilers to provide heat
and hot water, and which contribute to a host of air quality
problems", said the Energy Project’s Executive Director Fred
Zalcman. "This project will propose regulatory reforms which
provide building owners with a strong financial incentive to retire
these dinosaurs, and replace them with modern energy systems."
STAC is a five-year pilot program funded by the U.S Department of
Energy and directed by an Executive Committee, which includes
representatives of the National Association of State Energy Officials,
the Association of State Energy Research and Technology Transfer
Institutions, the U.S. Department of Energy’s Office of Energy
Efficiency and Renewable Energy and Office of Fossil Energy, and an
independent member.
