Synopsis of Edith Brown Weiss Lecture:
International water disputes used to be between two countries,
focus on single issues, and be settled through arbitration or
judicial means. Today, water disputes often involve several
competing uses and many stakeholders, and are frequently resolved
through negotiation, mediation and similar informal means. Analyses
of more than 2,000 international water agreements by decade, subject
matter and region demonstrate this trend. Non-state actors and
international institutions are increasingly relevant to resolving
water disputes. Non-state actors form coalitions across national
boundaries. International institutions provide technical analyses as
well as financial incentives to encourage dispute resolution. Ms.
Weiss’ lecture, "International Water Disputes," will
address this evolution in the nature of water disputes.
