Joel H. Sachs is a senior partner in the White Plains law firm of Keane & Beane, P.C. and heads its Environmental and Land Use Practice Group, representing both private entities and governmental agencies in a wide variety of environmental and land use matters. Mr. Sachs also serves as an Adjunct Professor at Pace University School of Law where for over 25 years he has taught courses on State and Municipal Environmental Law, Land Use and Construction Law.

Mr. Sachs is a graduate of Cornell University and received his law degree from the University of Pennsylvania. He has a Masters of Law from New York University. Mr. Sachs previously clerked for a federal judge in the Southern District of New York and served as an Assistant General of the State of New York and Deputy Chief of its Environmental Protection Bureau for five years.

Mr. Sachs formerly served as the Town Attorney of the Town of Greenburgh, the largest Town in Westchester County and presently serves as Special Land Use and Environmental Counsel to municipalities in Westchester, Putnam, Dutchess, Rockland, Orange and Ulster Counties. He is a frequent speaker before Bar Association groups on various environmental and land use topics.

Mr. Sachs previously served as a Representative to the House of Delegates of the New York State Bar Association. He is the present Chair of the Real Property Law Section and a past Chair of the Environmental Law Section of the State Bar Association. Mr. Sachs is a member of the New York State Bar Association Task Force on Eminent Domain and also serves on the New York State Bar Association Continuing Legal Education Committee.

It should be noted that Mr. Sachs is one of the few attorneys in the New York State Bar Association who has chaired two separate Sections of the State Bar Association. Several years ago, Mr. Sachs was Chair of the Environmental Law Section and this year he is chair of the Real Property Law Section.

Mr. Sachs was recently named the Best Environmental Attorney in Westchester County by Westchester Magazine and as one of the best environmental attorneys in the New York Metropolitan area by both The New York Times Magazine and New York Magazine in 2007, 2008 and 2009 the past four years. Mr. Sachs also is listed in the national publication, Best Lawyers in America, 2009-2010. Mr. Sachs was recently named in Superlawyers Magazine as one of the 25 best attorneys in Westchester County.
